Duties and Responsibilities:
This position performs professional environmental work in the onsite sewage treatment and disposal systems (OSTDS) section of Environmental Health to include application review and processing, site evaluations, permit issuance, and compliance inspections in all areas of the OSTDS program in accordance with Chapter 381, Florida Statutes, Chapter 64E:6, F.A.C., and the Environmental Health Program Manual DOHM 150:4. Primarily, this includes commercial and residential (OSTDS), OSTDS enforcement duties, inspecting septage pump trucks, septage treatment facilities, land application sites, and all other public health or environmentally regulated concerns. This position conducts compliance inspections and on:going monitoring, when required, to ensure that onsite systems are constructed, operated and maintained so as not to be a threat to the public health or degrade drinking, surface or ground water resources.
Review plans, evaluate, and make recommendations for the design of proposed and existing residential and commercial OSTDS; recommend issuance or denial of permits and prepare provisos and restrictions. Meet with property owners, engineers, and developers to facilitate design changes.
Assist with the OSTDS operating and service permit program duties. Duties to include operating and service permit application reviews, facility inspections, and operating and service permit updating and tracking.
Enforcement and other Duties:
Serves as enforcement specialist for the OSTDS program to include complaint investigations, complaint investigation tracking, sanitary nuisance complaints, and septic tank contracting complaints. Enforcement duties include preparing reports, violation notices, and informal meeting notices, warning notices, and serving as the OSTDS program representative during enforcement meetings with Health Department legal staff.
Assist supervisor with data collection and analysis, program planning, audit reviews, quality management, and any other duties as assigned by supervisor. Attends meetings, hearings, court appearances, educational conferences, and in:service training designed to maintain and improve professional knowledge and skills as assigned.
Serves as the Information Custodian of assigned information sets; maintaining the confidentiality of the information in accordance with state, and federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security : 3, V, Sec 1:3.
Performs other duties as required such as inspecting regulated facilities where environmental and public health programs must be monitored, including performance of additional interpreter duties consistent with skill level, and as needed.
The inspection component of this position requires that the employee perform field duties in all conditions including high summer temperatures, utilize equipment of up to 25 pounds, and involves digging in soil. Position duties involve frequent walking and standing. Some inspection locations and sites may require the ability to walk over uneven terrain for significant distances.
